for you (8.9.3, right?), you should add

   FEATURE(rbl)

to your sendmail mc file.  for 8.10 and above, that's 

   FEATURE(dnsbl, `rbl.maps.vix.com')

since 8.10 and above have generic support for more than just one such
list.
