I heard that Sakane-san (developer of KAME IKE daemon) managed to talk
to FW-1 with racoon in the situations as follows,

  - make racoon as responder, FW-1 as initiator
  - tunnel mode
  - preshared key
  - aggressive mode
  - using kame/racoon/samples/racoon.conf.sample as configuration
    file for racoon

I'm sorry but I don't know the configuration for FW-1.
