Subject: setkey(8) moved from usr.sbin to sbin

	To enable us to perform encrypted /usr NFS mount, I've moved
	setkey(8) from usr.sbin to sbin.  after next "make build",
	if you see old /usr/sbin/setkey left, you may want to remove it.
