Uh, no; 'options INSECURE' fixes the securelevel at 0, whereas 'options
XSERVER' turns on support that allows already-root-uid processes to tweak
physical memory.  These are overlapping, but different, concepts; 'options
INSECURE' turns on many more holes than just this.

There is such a thing as a system that's 'less insecure' than another.
