both statements are, in some sense, true.  1.4.2 is on a CVS branch
while -current is on the CVS mainline.

All changes made to the 1.4-release branch are (at least at a high
level) selected bugfixes and/or functionality from -current that which
are appropriate to pull up into the release branch; however, not all
changes from -current are appropriate to merge or would ever end up in
a 1.4.x release..
