hehehehehe.

someone already send-pr'ed this one, with a patch that's the opposite
of the patch that i sent in the day before.

what i changed was preloading of the file ../m4/cf.m4 by the makefile
instead of via the mc file.  this brings netbsd up to sendmail version
8.  the "include it yourself" style is (afaict) left over from
sendmail v5.  anyway, as a result of ../m4/cf.m4 being included
*before* the comments in the netbsd-proto.mc file, part one of the
comments gets used as a macro.
