They are - but as I recall it SCCS stores the base version, and then
the changes to get to each newer version, whereas RCS stores the most
recent version, and the changes needed to go back to previous versions.

Hence, simply modifying the headers a little, and the names of the files,
isn't likely to be quite enough.
