Who's "we"?  I certainly don't assume /tmp is stable across reboots on
arbitrary machines; I know better.  But I see no reason I shouldn't
depend on my machines being run the way I run them. :-)  I'd just like
to be able to do it in /etc/rc.conf.local rather than /etc/rc.
