I filed a bug against this quite a while back- beating up poor Jason about it
because it seemed to happen after a checkin of his. I believe it's an NCR
specific issue that gets tickled by a variety of different, all reasonable,
actions that the kernel takes.

Instead of a powercycle, try an 'init' at the SRM and see if that helps you.
