During a short period of time, a version of login(1) and libutil
that would crash on a non-present /etc/login.conf file have been
in -current. I have caught that a bit later, and am really sorry
for any inconvenience.

  The latest revision should work equally well with or without a
/etc/login.conf file. 

  Please feel free to brick me excessively if something broke.
