I'm happy to announce that with a little bit of rototilling in the
RAIDframe code, RAIDframe and softdeps now play very nicely together.
The IO throttling code in RAIDframe has been given a good overhaul, 
with the result being that RAID IO is once again very stable (yes, the
old code had some problems under very high load :( ) and that the 
softdeps code can now be used with RAID-based partitions.

Thanks to Jason Thorpe for the poke in the right direction on how to
fix this (and for reviewing the code) and to  Frank van der Linden 
for fixing the initial RAIDframe/softdeps interaction problems.
