Same reason everyone else does; quality control is not a perfect science
yet.

I'm actually planning to try to contact someone at Seagate; I have a couple
of 3-month-old drives that were in a computer totaled by a shipping company,
and I want to see if they can repair them. I can't claim warranty repair
on them without feeling like a Microsoft sales rep, but it'd be great if they
could be repaired at all.
