gnuplot can drive xterm's Tek emulation quite well...

Just do "set term tek40xx" in gnuplot and away you go!

There's also the GNU plotutils package, which supports tex terminals and
has a tek2plot tool "for translating legacy Tektronix data to any of the
above [other] formats [supported by GNU graph]".
