Attaching a message such as source-changes uses might help, too:

| Please note that diffs are not public domain; they are subject to
| the copyright notices on the relevant files.

This could be done trivially for the mailed messages, and with simple
changes to the ctm software if it were felt necessary/desirable to
have such text within the deltas.
