Where did you read that?

Every change made to the NetBSD source tree is logged and mailed to
the source-changes@netbsd.org mailing list.

If you're referring to doc/CHANGES, that doesn't get things like "fix this
little bug", but is usually reserved for fairly major bullets like "implement
new framework for foo", "add driver for the bar network card", etc.
