We're getting close to the 1.4 branch.

It would be useful for people with a bit of spare time and a lot of
detailed knowledge about their ports to go into src/distrib/notes and
do a "make", and check that what comes out (INSTALL.*) is actually
sane. There are probably loads of obsolete things, hardware reference
information that is out of date, release information about "new
features" in 1.3, etc.

Information about defects in the documentation would be greatly
appreciated. Patches to improve the documentation would be VERY
greatly appreciated. In any case, please point out to us anything that 
is out of date so we will know!
