/dev/reload proposal.

It has been brought to my attention, privately, that this message might be
understood as being hostile towards Peter Seebach (or maybe others discussing
his proposal). If this is the case, I want to apologize for it; it was
not intended.

I just wanted to point out that 

- /dev/reload hasn't really worked even on NetBSD/Amiga
- it is difficult to make it really work, for several reasons
- nobody has found enough time until now to even fix the Amiga implementation

and that if you want my personal opinion (Peter asked for opinions):

I know of a lot of projects that I think are more urgent than /dev/reload;
and if (e.g.) Peter feels he has the knowledge and time to implement
/dev/reload, I would feel happier if he did one of them instead.

Just my 2 cents. If you don't think my arguments are valid, fine with me.
