The last time I played with this, you could make the device file have
appropriate permissions, and make the mount point have appropriate
permissions, and any user could issue the mount command.  The neat
thing was that non-root mounts showed up as nosuid, nodev.

...unless I'm hallucinating, and it was something else that I played
with that did this.  :)
