I think that it would be better to just mount /usr before starting the
network, by default.  The only case where this is not appropriate is
when running diskless clients, in which case pppd is not likely to be
in use.  Furthermore, a truly diskless client must already have the
network up, so even then, mounting /usr should work.  We have the same
sort of problem with DHCP - the client expects /var to be mounted, so
running the client out of netstart isn't possible without previously
mounting at least /var.
