     I don't usually followup to my own posts, but I have some more info.
I just looked at the arp tables on the machine in question and saw this:

ppp1... (204.174.230.61) at (incomplete)
ppp1... (204.174.230.61) at 00:a0:24:e0:5d:7f permanent published (proxy only)

Even though somebody was connected and using ppp1, it wasn't pingable
(sendto: host down).
