As of this weekend, the weekly tar_files will contain CVS
administration files, so that they can be used to populate a CVS
working tree.

If you don't want the CVS gunk, you can unpack the tar files with some
variant of:

pax -s ',.*/CVS/.*,,' -zrf foo.tgz
