I read and suggested the same thing in a PR. However, there was
a response suggesting that there was still a requirement to have
the export approved on an individual basis. Given the general policy
history on the matter, it isn't that surprising. After all, we
wouldn't want all those durn furiners taking a perfectly safe 56-bit
DES product, making a trivial wrapper, and transforming into an
evil, nasty triple-DES product.
