"stray" printouts of any kind go under DEBUG only.  Turning on DIAGNOSTIC
should _not_ make any additional messages appear; that option is only for
sanity checks useable on a _production_ system.  Only panic messages should
be turned on by DIAGNOSTIC.

The other option is to make a CODADEBUG and/or CODAVERBOSE depending on the
intent of the message.

>From quick perusal, it appears that this needs to be fixed.
