When I run ps it returns:

  PID TT  STAT      TIME COMMAND
  750 p5  Ss     0:00.09 -tcsh (tcsh)
  751 p5  R+     0:00.00 ps
  247 v0  Is     0:00.18 -tcsh (tcsh)

but the man page says that ps sorts output by process ID.  Is this a bug,
documentation error, or I am confused?
