Those are in RCS. CVS doesn't touch RCS files internally until CVS 1.9.18 -
a developmental version which merges in all the RCS functionality. (See the
RCS_LOCALID hacks added to the cvs-current pkg, and the very similar hacks
in src/gnu/usr.bin/rcs; cvs.netbsd.org uses cvs 1.9.)
