Hi,

I have previously not had the PRs I submitted come through to netbsd-bugs,
though I have tried various variations to the submission format.

I believe I have found the problem that was making GNATS eat PRs before
sending them to the list.

By seperating each of the '>' sections of the PR with two blank lines, test
PRs have shown up on netbsd-bugs.

Others who have had the same problem may want to try that to see if it
makes a difference for them.
