To my experiences NetBSD's path MTU discovery doesn't work stable yet.
I had severe problems with TCP connections to hosts behind a slip line
with MTU 296. NetBSD figured out the correct MTU and created a route.
But 10 seconds later there was a new route with a higher MTU and
the TCP connection freezed.

But Keven is working on that AFAIK.
