I'm all for very standard HTML (no frames at all), and a standard of black
text on a white background. You can also use colors in table cells to set
off certain things, but, as others have noted, the object here should be to
convey information, not be "flashy." "Clean and simple" should be our
watchwords. There's nothing worse than a web page with text that is
unreadable against its background, that also has wifty animated GIFs,
annoying sounds, and never-sufficiently-damned-JavaScript all over the
place.
Some of us even browse the web with Newtons, in addition to Lynx.
