What is the policy on package locations and directory tree?

Are all these necessary under /usr/pkg/?

Some of the packages, particularly x11/, like to dump themselves in
/usr/X11R6/.  In this case they proceed to create all the directories
listed above under /usr/X11R6.

Definitely makes X11 upgrades difficult.
