I wasted a lot of time figuring out I needed to create these:

crw-------  1 root  wheel   44,   0 Aug 10 20:00 /dev/ipl
crw-------  1 root  wheel   44,   1 Oct  5 15:29 /dev/ipnat

This should be mentioned somewhere in the manpages maybe?

I just found the sample MAKEDEV :(

(I originally figured it out via /sys/arch/i386/i386/conf.c)
