Here is how I would suggest we do it:

1) we add a registration script (/usr/bin/register-netbsd or what have
   you)
2) /etc/motd on install contains

	Please register your new NetBSD system today! Just run
		register-netbsd
	as root. Registration will get you automatic notification of
	updates, critical bug fixes, etc. and will help the NetBSD
	project plan for the future.

3) Running the registration program removes the beg message from /etc/motd.
