It's even worse than that, as I understand it.  Since the RSA patent
is only in the US, it doesn't affect non-US citizens.  But since the
RSA patent _does_ apply to US citizens, they cannot download the Norway
version of PGP because it does not use RSAREF.  I _think_ that if you
change it to use RSAREF then it's okay, but don't quote me on that.
