You may be better off just installing a binary snapshot first; 1.0A
was a *long* time ago, and much has changed.
Otherwise, you should try something like this first:
# cd /usr/src/usr.bin/make; make -f Makefile.boot install
# cd ../../share/mk; make -m . install
