Is the idea supposed to be that only /etc/rc type stuff will run when
securelevel is 0? Because I notice that on my (rather slow and
thrashy) machine, there's a couple of seconds between when inetd
starts up and when /etc/rc finishes where I can telnet in... sysctl
kern.securelevel says that securelevel is 0.
