Well, it would, if you had makeinfo installed, of course. :-) I brought
this to someone's attention some time ago, and I had thought it was fixed
so that the install wouldn't fail completely if the documentation couldn't
be built. I guess not...
As for the larger issue of including texinfo (or at least parts of it) in
the distribution, I can't really comment.
