Something's wrong here: MAKEFLAGS should be propagated to sub-makes,
because make exports it into the environment, and the sub-makes
should be using it from the environment. I'm using a 1997.03.24
version of make.
This stuff should really be in tech-toolchain. I've redirected
followups there.
