According to your tcpdump, relayer loaded a kernel and configured its
interface (that's the second rarp), sent a request to the portmapper
on starwold, which I guess told it that bootparamd was at port 908,
and then sent a request to port 908, which was never answered.
Have you tried running bootparamd with the -d flag to see if it got
the packet, and if so what it did with it?
