It's also effective at keeping out busy people of clue, and we
definitely don't want to do that.

There's a great chart in an early chapter of "The Mythical Man-Month"
about the difference in effort needed to produce a "program" vs. a
"programming system" vs a "programming system product".  With NetBSD,
we're missing large chunks of what's needed to make it to the last
stage..
