1) nroff -man should do the trick
2) /usr/libexec/makewhatis

(a side note, I had to hack my own makewhatis out of netbsd's and the 
old one they used to distrib with Xfree, because netbsd's still 
cannot handle the huge function names from X.  Is this something we 
ever plan to fix?  (or have we?)
