I think this is your problem. You should not install -current headers
until immediately before you build -current libraries, and you
shouldn't build and install -current libraries until you've booted
from a -current kernel.
So the order should be something like:
1) Build and install make, using Makefile.boot if necessary
2) make distrib-dirs in src/etc (I'm not sure this is necessary anymore)
3) make install in src/share/mk
4) Rebuild tools: gas, gcc, ld, config, &c.
5) Configure and build kernel; reboot
6) make build in src
