When I had /etc/resolv.conf set for a nonexistant machine and sendmail
set to relay mail to a machine it couldn't look up, I had the same
symptoms. Is there unsent mail?

[I haven't admitted to cgd what my problem was, but I guess he'll read
 this. Blush. 8-)]
