It seems that keywords.sh has changed recently, which requires
that it be run to generate keywords.[ch]. This seems a natural
thing to handle in the Makefile, but it is commented out:

# keywords.c keywords.h : keywords.sh
#       sh keywords.sh

   It is easy enough to do manually, but why?
