I wouldn't mind a change that made all those bits of code which use a
fixed-length user-id be controlled by one #define somewhere obvious, but
I would *strongly* suggest that the default remain as 8 characters.

There are many systems involving authentication and authorisation
outside of NetBSD where this very real limit exists.

I personally don't think there's much need for more than 8, but then
I've never really thought there needed to be more than 14 characters in
filenames either, and now I can't imagine life with such a restriction!  ;-)
