Merely being mind-numbingly stupid does not prevent things from happening.
Someone, somewhere, will have made a terminal that uses ISO 8859-1, but
want (for some reason) to use lcase on it.

Or maybe not.

Thanks for making a good, informative point.

On the other hand, we might want locale support in the kernel, in case
we ever end up supporting EBCDIC.  And there probably *are*
EBCDIC terminals which don't handle lowercase.
