A few months ago, /sys/conf/param.c was updated to compile cleanly
if DST and TIMEZONE are not defined. Furthermore these variables
are flagged as being obsolete in several kernel configuration files.
/sys/conf/param.c is the only place, where these symbols are used.

Maybe now is the time to remove these definitions completely as part of
the clean-up for the release of 1.2.

Any opinions ?

These symbols are defined in some of the i386 kernel configurations, and I
suggest that they are removed completely unless they are defined to
non-zero values (as is the case for a few of the specific kernel confi-
gurations).

The definitions for the mac68k are placed in conf/std.mac68k, but can be
safely removed.
