It does work, but there's only so much that can be done if there is constant
large traffic (and if the router on the other end doesn't implement priority
queuing of small packets, then there's even less that can be done).

Try reducing your MTU so that maximum-sized packets are less than 200ms long,
per VJ's original recommendation.  Fortunately, with modern modems that's a
useful number of characters :-).
