Make sure that your kernel config contains a line that looks something
like:

pseudo-device	bpf	4

If not, then add it and rebuild your kernel.  Then do this:

# (cd /dev; sh MAKEDEV bpf0 bpf1 bpf2 bpf3)

Then tcpdump should work.
