He started his initial revisions from a much later NetBSD release.
I'd gathered from the OpenBSD folks that there was some legally
dubious code in the NetBSD tree earlier on, but I would certainly
defer to anyone else's opinion on this, since I know nothing about
it.

It strikes me that one of the bigger problems with public CVS access
is just running it. The OpenBSD folks seem to have run into quite
a few technical snags doing this.
