Appart of emacs's hexl mode that many people have cited already, I use
the package named 'beav'. It's small compared to emacs, has an
emacs-like interface, (it's based on old micro-emacs code).

Version 1.32 (from 1991 !) compiled with 2 minor modifications on
NetBSD/sparc. I can provide the patch if you need it.
