I'm not sure this works.  You may be able to make it work by using a
zero-sized swap file on the boot host and configuring your kernel

config netbsd root on nfs swap on nfs and sd0b

Unfortunately, root and swap are too closely tied together; I don't
think you presently can have NFS root without also having NFS swap,
though you may be able to make it zero-sized (or if that doesn't work,
perhaps 512 bytes, or something).
